Winchester Repeating Arms Historic District Capital Grant Program

 
 

Announcing the New Haven Preservation Trust and Preservation Connecticut Winchester Repeating Arms Historic District Capital Grant Program!

This limited-time program will provide grant funding for approved renovation projects on the exterior facades of qualified 1 to 4-unit residential buildings in the Winchester Repeating Arms National Historic District.

WHAT IS AN ELIGIBLE PROJECT?

Grants may be awarded to qualified buildings in the historic district for exterior improvements which follow the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Interior, electrical, or mechanical work of any kind is not eligible for this grant. Proposed projects must be consistent with the historic character of the building. Work can include wood siding repair, painting, roof, eave, porch and wood window repair (not replacement), storm windows, repair of architectural features and other façade upgrades.

WHO MAY APPLY?

Owners or co-owners who reside in a 1 to 4-unit building listed as a Contributing Structure within the Winchester Repeating Arms National Historic District are eligible to apply. Find out if your property is listed by visiting CONNCRIS.ct.gov

WHO WILL REVIEW THE APPLICATIONS?

A steering committee of the New Haven Preservation Trust, the State Historic Preservation Office (SHPO), Preservation CT, and one or more Newhallville neighborhood representatives will review the applications for compliance with the program requirements.

WHAT AMOUNT CAN I APPLY FOR?

The maximum grant amount per property is $15,000. Projects may exceed this cost if the owner(s) provide additional funding. A 10% match of the grant amount is required. Evidence of ability to pay the match (such as a bank statement) is required at time of application. Those who can demonstrate financial hardship will be required to pay a flat match of $500.00. A demonstrated financial hardship is defined as income no greater than 80% of the area median income (AMI) provided by the U.S. Department of Housing and Urban Development. HOW DO I FIND CONTRACTORS WITH HISTORIC PRESERVATION EXPERIENCE?

The program sponsors will select pre-approved contractors and match them to the work you propose when your application is approved. Alternatively, you may select your own contractor. Contractors are invited to apply through a Request for Qualifications issued by the sponsors. Painters, roofers and carpenters are encouraged to respond to the RFQ!

WHEN IS THE DEADLINE FOR APPLICATIONS?

Applications must be submitted by June 21, 2024.

Do not start work or sign an agreement with a contractor for your project until you have been notified whether your application was approved.

WHEN DO I GET PAID?

Applicants must sign a grant agreement with the sponsors promising to complete the work as described in the application. Half the grant amount will be provided when the sponsors receive a signed agreement with a contractor and a cancelled check or paid invoice confirming that the owner’s required match has been spent on the project. The balance will be paid at the completion of the work, once satisfactory construction has been confirmed by the sponsors.

WHY IS THIS MONEY AVAILABLE?

$200,000 in façade improvement funds are being made available to the Newhallville community as part of an agreement between the State Historic Preservation Office and the developer of the Winchester Center project.
